LEGISLATION
All elevators must be registered with the Municipalities to which they belong and receive an operating permit. Any lift, which is not registered, is considered to have no evidence of legitimacy and the responsibility of its use rests with its owner/operator. The registration process presupposes the inspection of the lift by a Certification Body.
INITIAL CHECK OF ELEVATORS
The initial check of the elevators:
-
Intended for new lift installations.
-
It is mandatory, according to the current legislation on elevatorsOfficial Gazette 2604/B/2008.
-
It is conducted according to its requirements2014/33/EUDirective of the Council of the European Union on lifts.
The purpose of the initial inspection is to ensure a uniform level of safety for new lifts in all countries of the European community.
The right to carry out the initial inspection and issue the relevant certificate of suitability has only bodies accredited by a competent state body (ESYD), notified by the European Union and recognized by the state in which they operate.
Accredited bodies have suitably trained engineer inspectors, who assess the safety levels of the lifts by checking the technical file of the lifts and carrying out the required checks/tests.
The inspectors draw up special reports, where the findings of the audit appear and then compare them with the elements of the technical file and proceed to issue the certificates of suitability in the case of satisfactory results.
The appropriate certificate is presented to the corresponding department of the Municipality, to which the building belongs, for the licensing of the new installation.
PERIODIC CHECK OF ELEVATORS
The periodic inspection of the lifts is addressed to lift installations which are already in use.
These lifts:
-
or have a certificate that is not valid,
-
either they have pre-approval for installation from the Prefecture,
-
or it is without evidence of legitimacy, i.e. there is no license or certificate of suitability, but the lift has been operating for years.
In accordance withOfficial Gazette 2604/B/2008, "The inspections and tests are carried out in the context of confirming the good condition and operation of the elevators by the recognized elevator inspection bodies, as defined in article 9 hereof. They include all the tests and checks carried out during the first installation of the elevator, as they were foreseen at the time of their installation".
The periodic control of the elevators must be repeated at regular intervals, from one to 6 years, depending on the stops and the use of the building in which it is installed.
The right to carry out the periodic inspection and the issuance of the relevant certificate of suitability has only bodies accredited by a competent state body (ESYD) and recognized by the state in which they operate.
Accredited bodies must have suitably trained engineer inspectors who assess the safety levels of lifts by carrying out the required checks/tests. The inspectors draw up special reports, where the findings of the inspections appear, and proceed to issue the certificates of suitability, in the case of satisfactory results. Otherwise, they inform the interested party of the requirement for restoration, repair or addition of new equipment, in the event that deviations from the provisions of the current legislation are found. The periodic check is carried out in the presence of the elevator maintainer, who provides technical assistance (know-how and technical means) both for the more complete execution of the checks/tests and for the restoration of any deviations.
CERTIFICATION PROCEDURE
The interested party entrusts the inspection of the elevator installation to an accredited body of his choice. Then, in consultation with the elevator maintainer, a predetermined appointment is made so that the inspection of the elevator can be carried out. As long as the installation meets the requirements of the applicable legislation, a certificate of suitability is issued. If there are deviations from the legislation, a report is issued informing the interested party of the additional work that must be performed.
